The appeal path

Two stages. The operator first.

A private parking charge in England and Wales is not finished when the first letter is sent. The independent stage only opens if the operator rejects that letter.

  1. Read the notice. Name the operator and whether the notice points to the BPA or the IPC. That choice is on the notice. The keeper does not pick the scheme.
  2. Operator letter. This is the first appeal. The usual window is about 28 days from the notice. The 14-day discount, often 40 percent, can end while this letter is in. Appealing does not, by itself, pause the charge.
  3. If they reject it, they must give a verification code and name the next service. BPA members go to POPLA. IPC members go to the IAS. POPLA is normally 28 days from the rejection. A free IAS appeal is normally 21 days. A later IAS route can cost £15 and binds the motorist. That later route is a separate decision.
  4. Evidence pack. At POPLA the operator files its evidence and the keeper gets one chance to comment. That comment is a second letter, not a repeat of the first.
  5. If the independent appeal fails, a debt letter, a letter before claim, or a county court claim is a different document. This beta does not prepare those.

Dates on this page are the usual sector windows. The date on the notice and the rejection letter controls. Ambiguous dates still block a draft.
